sub-account feature

Updates :
Please have these features for subaccount instead.
1. Limit the creation and deletion of websites but allow edits to all websites.
2. Prevent the deletion of the Bookmark account itself.
The updated feature (item #1) should differentiate the subaccount from the "client" account feature of bookmark-agency ( I think). Thus, it will not affect the monetization scheme of the bookmark-agency.
